HOT NEWS: Draft Tax Code Registered in the Parliament

On September 21^st, 2010 the Draft Tax Code of Ukraine #7101-1 has been registered in the Verkhovna Rada and placed on their website as the official and final version at this stage.

After registration in the Parliament the Chamber as a Member of the Public Council under the Verkhovna Rada Committee on Taxation and Customs Policy, will use this venue to continue our advocacy and lobbying efforts aimed at improvement of the Draft Tax Code provisions.

What the Chamber has done so far in regards to the Draft Tax Code:

• Issued the Chamber policy statement highlighting the 10 Key Things that the Tax Code Must and Must Not Include from the business community’s perspective which will serve as a guideline and scorecard for further legislative activities in regards to the Tax Code.

The document was prepared under the guidance of Mr. Slava Vlasov, Head of the Chamber Working Group on the Draft Tax Code, PricewaterhouseCoopers.

• Prepared comments and proposals on the Draft Tax Code made public by the Cabinet of Ministers of Ukraine on August 3^rd, 2010.

• Prepared comments and proposals on the Draft Tax Code, registered on June 15^th, 2010 at the Parliament.

• Worked both internally (9 Working Groups under the Chamber’s Tax Committee) and externally (Working Group under the Cabinet of Ministers of Ukraine, Working Group Meetings at the Ministry of Finance, other state authorities) etc.

The immediate next steps of the Chamber on the Draft Tax Code include but are not limited to:

• To further work with the Parliament Committee on Taxation and Customs Policy as the Tax Code goes through multiple readings;
• To further work with the Parliament Committee on Entrepreneurship as the Tax Code goes through multiple readings;
• To further work with President’s office advocating that the Chamber comments are taken into consideration and included.
